Housing Choice Voucher Program

Program Information

The Housing Choice Voucher Program, also referred to as Section 8, is a Federal program for assisting low and very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing.

Since the funding is tied to the family rather than the unit, it allows the participant to utilize their voucher out in the community in housing that meets the program housing quality standards (HQS). They are able to choose from single-family homes, duplexes, or apartments that meet the family size requirements set by the EPHA subsidy standards.

A housing subsidy is paid directly to the landlord/owner by the EPHA on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. This amount cannot exceed 40 percent of their annual adjusted income at move-in.
