Housing Choice Voucher Program
The Housing Choice Voucher Program, also referred to as Section 8, is a Federal program for assisting low and very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing.
Since the funding is tied to the family rather than the unit, it allows the participant to utilize their voucher out in the community in housing that meets the program housing quality standards (HQS). They are able to choose from single-family homes, duplexes, or apartments that meet the family size requirements set by the EPHA subsidy standards.
A housing subsidy is paid directly to the landlord/owner by the EPHA on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. This amount cannot exceed 40 percent of their annual adjusted income at move-in.

Eligibility
Eligibility for a housing voucher is determined by the EPHA, based on the total annual gross income and family size. Participation in this program is limited to US citizens and specified categories of non-citizens who have eligible immigration status as defined by HUD. In general, the family’s income may not exceed 50% of the median income for the area in which the family chooses to live. HUD regulations require that the EPHA must provide 75 percent of its vouchers to applicants whose incomes do not exceed 30 percent of the area median income. Median income levels are published by HUD on an annual basis and vary by location.
